The transfer application period for the 2014-15 school year is now closed.

A parent/guardian may request, by written application, the assignment of a student to a school other than his/her school of residency for consideration of one of the transfer reasons listed.

STUDENT TRANSFER GUIDELINES AND FORMS

Burleson Independent School District will accept student transfer requests once a year. Applications must be submitted after the first business day in January and no later than Friday, February 14, 2014. Transfer requests for current BISD students must be made during this time period and will not be available after that date for the upcoming school year. Students who are new to the district or have physically changed addresses, as long as they are currently enrolled in a program available for transfer, may apply after the deadline. The transfer application must be completed in its entirety and postmarked or hand delivered to the Office of Student Services, 1160 SW Wilshire Blvd., Burleson, TX 76028. Regular business hours are Monday through Friday, 8:00 am to 4:30 pm. Until a transfer request has been approved, the student must register at his/her school of residency. Parents will be notified by mail if their transfer request was approved or denied. Please read the following guidelines thoroughly before you apply for a transfer.

INTRA DISTRICT TRANSFER REASONS

1.    INSTRUCTIONAL PROGRAM
a.    High School
A student may apply to attend the other high school in order to attend a specific Career & Technical Education Program and/or Air Force Junior Reserve Officer Training Corp (AFJROTC) if the program and/or AFJROTC are not offered at the school of residence. A Career & Technical Education program of study is a continuous sequence of courses designed to allow a student to pursue a specific area of learning. The student requesting a program transfer must demonstrate interest and motivation for the program. In addition, requirements include passing grades, regular and punctual attendance, good conduct and continued enrollment in the program. If a student does not fulfill all of these requirements, the transfer will be revoked, and the student will return to his/her school of residency. 2.    SIBLING
For clarification purposes, a sibling is a brother or sister (including half-brothers, half-sisters, stepbrothers, stepsisters, foster brothers, and foster sisters) of the applicant, who lives in the same household. Students not connected in this way must attend the school for which the home is zoned.

a.    High School
Due to the 2012-2013 attendance zones for Burleson HS and Centennial HS, younger siblings may apply for a sibling transfer to the high school that an older sibling currently attends so long as the siblings will both be in high school at the same time. Sibling transfers will only be accepted during the 8th grade year of the younger sibling. Transfers will be permanent and the student will be expected to remain at the selected high school for all of his/her high school years, unless revoked by the Superintendent or designee.

Sibling transfers are not allowed with students transferring on an instructional program transfer.

b.    Elementary/Middle School/High School
The sibling(s) of a student who is receiving Self Contained Centralized Special Education/Individual Education Plan (IEP) or Limited English Proficient (LEP) services not offered at his/her school of residency may request a transfer, if space is available.

c.    Elementary
The sibling(s) of a student who is moved to a non-residency school due to overflow may request a transfer to the same school, if space is available. However, if space becomes available at the residential school before the last Friday in October, the parent/guardian has  the choice of either remaining at the overflow school for the remainder of the year or returning to the school of residency at that time. No students will be moved after the last Friday of October. If space is available the next school year the student and sibling(s) will have to attend the school of residency.

The sibling(s) of a student who is moved to a non-residency school due to Pre-Kindergarten may request a transfer to the same school, if space is available. However, the next school year the student and sibling(s) will have to attend the school of residency, if space is available.

3.    STUDENTS OF FULL TIME BISD EMPLOYEES (IN-DISTRICT)
Students of full time BISD employees who live within the district’s attendance zone may enroll their children at the school where they are assigned or to the attendance zone for which they work, provided space is available as determined by the superintendent or his/her designee.
When an employee is no longer employed by the District, the former employee shall be required to withdraw their  child(ren) from the transferred school at the end of the semester, as long as there is available space, and the student has no failing grades, discipline or attendance issues.

4.    HARDSHIP
There is not a transfer deadline for Hardship transfer requests.

a.    Medical
A parent/guardian may request a medical transfer if a student has a diagnosed medical condition that cannot be supported by health professionals at the school of residence.
Transfers may be considered for students with physiological and psychological conditions. Please see Board Policy EHBA (Local) for more information.

b.    Foster Care
A foster parent may apply for a transfer if a student is in foster care and the transfer would support educational stability for the student.

c.    School Safety
 Any student who becomes a victim of one of the following violent criminal offenses, as defined by the Penal Code, while in or on the grounds of the school the student attends:
•    Attempted murder;
•    Indecency with a child;
•    Aggravated kidnapping;
•    Assault resulting in bodily injury or aggravated assault;
•    Sexual assault or aggravated sexual assault; or
•    Aggravated robbery.

The parent/guardian of a student who becomes a victim of a violent criminal offense as described above shall be offered a transfer to another school within the District. Please see Board Policy FDE (Local) for more information.

d.    Bullying
The District prohibits bullying as defined by FFI (Local) and FDB (Legal).

INTER-DISTRICT TRANSFER REASONS

A non-resident student shall not be permitted to attend Burleson Independent School District (BISD) schools except as provided below:

1.    STUDENTS OF FULL TIME BISD EMPLOYEES (OUT-OF-DISTRICT)
Students of full time BISD employees living outside the BISD attendance zone may enroll their children, provided they meet certain criteria as stated in Board Policy FDA (Local), at the school where they are assigned or to the attendance zone for which they work, provided space is available as determined by the superintendent or designee.
An employee shall reapply for a transfer for his or her child each school year. When an employee is no longer employed by the District, the former employee shall be required to withdraw their  child(ren) from the transferred school at the end of the semester, as long as there is available space, and the student has no failing grades, discipline or attendance issues.

2.    INTER LOCAL AGREEMENT
A student wishing to enroll in pre-approved courses and/or Air Force Junior Reserve Officer Training Corp (AFJROTC) from another school district shall be eligible if an inter-local or Johnson County Course Sharing Agreement is in place. Please see the Board Policy FDA (Local) for more information.

3.    GRANDPARENT’S AFTER-SCHOOL CARE (only available through 8th grade)
The parent/guardian and grandparent(s) of a non-resident student, who is receiving child care services provided by the resident grandparent(s) a minimum of five (5) hours per day, every school day, requesting admission under Education Code 25.001(b)(9) shall provide the Office of Student Services the required information on the grandparent’s residency and complete the provided form above. This transfer is only available for students through the 8th grade.

LENGTH OF APPROVED TRANSFERS

INTRA-DISTRICT (In-District)
Once an Intra-District transfer is granted the student will transfer as a full-time student to the requested school and does not re-apply for a transfer unless specified by the Superintendent or designee. It is the intent of the school administration that a student is granted the transfer through the level of that school. When a student transition from Elementary to Middle School or Middle School to High School, the intra-district transfer form must be completed once again. The students’ school of residence determines the students’ next school placement, not the school they are attending. Students with an instructional program transfer must continue to be enrolled in the program for which the transfer was submitted. If the student withdraws from the instructional program for which the transfer was granted, he/she will return to his/her school of residency.
If a student’s transfer is revoked, the student shall not be granted a transfer request back to the school at any later time unless a bona fide change of residence due to an actual physical relocation of and with the parent/guardian has taken place.

INTER-DISTRICT (Out-of-District)
Inter-District transfers for employee children shall be granted for one regular school year at a time. A parent/guardian shall reapply for a transfer for his/her child each school year.

REASONS FOR DENIAL / REVOCATION
•    Overcrowded conditions at receiving campus or requires the employment of additional staff
•    Administrative decision not to offer the program
•    Failure to meet program expectations by the program instructor
•    Excessive tardiness or absences that have lead to truancy issues
•    Discipline or safety issues
•    Failing of one (1) or more core subjects
•    Failure to meet appropriate deadlines
•    For the purpose of participating in an extra-curricular activity at receiving campus
•    Failure to abide by Student Handbook and Student Code of Conduct policies and procedures
•    Serious or persistent misconduct, expulsion, or any offense mandating a DAEP or JJAEP placement
•    Student withdraws from program
•    Any falsification of information

CHANGE OF ADDRESS
Intra-District (In-District)
If a student moves during the school year within the District, his or her parent/guardian may choose to move student immediately to the new school or remain at the present school for the remainder of the school year, if space is available, and the student has no failing grades, discipline or attendance issues. If the parent/guardian chooses to remain at the present school, transportation will not be provided. Failure to notify the district within thirty (30) days of changes in residence status, or falsifying proof of residency with regard to enrolling in a nonresident school, will result in the student being withdrawn immediately and returned to their school of residence.
Students whose parents/guardians reside in different homes within the district will remain for one (1) full year to the school at which they are attending on the first day of the school year, unless determined otherwise by a court order.

Inter-District (Out-of-District)
If a student moves outside of the District during the course of a semester he/she shall be permitted to continue in attendance for the remainder of the semester, if space is available, and the student has no failing grades, discipline, or attendance issues. Failure to notify the district within thirty (30) days of changes in residence status or falsifying proof of residency with regard to enrolling in a nonresident school, will result in the student being withdrawn immediately.

Senior Status (In-District Only)
A student who completes his/her junior year may remain at the present high school his/her senior year even if the student moves to the other high school zone. The proof of residency must show the address change took place after the start of his/her junior year.

FALSIFYING INFORMATION
Falsification of documents or records is a criminal offense under Section 37.10 Penal Code, and subjects the person to liability for tuition or costs under Section 25.001(h), Texas Education Code.
Those who suspect a child is not attending the correct school may report it to the Office of Student Services at (817) 245-1056 or (817) 245-1131. All calls are confidential, and the caller will remain anonymous.

TRANSPORTATION
With the exception of guidelines for students who receive special education services, the District shall not provide transportation for a student who attends a school outside his or her attendance area.

EXTRACURRICULAR / UIL ELIGIBILITY
If a student transfers on an Intra or Inter District transfer after their freshman year, he/she is not eligible to participate in any UIL varsity or extracurricular varsity activities for one (1) full calendar year. A student whose transfer is based upon a bona fide change of residence to a different school within the district due to an actual physical relocation of and with the parent/guardian will not be eligible to participate in any UIL varsity or extracurricular varsity activities for fifteen (15) calendar days. All transferring students are eligible for all interscholastic competition or extracurricular activities below the varsity level. All issues of eligibility are subject to UIL authority.

These rules are devised to eliminate the incentive to transfer schools for extracurricular activities after a student has initially chosen a school. These rules protect students who have previously participated in extracurricular activities at district secondary schools from being replaced by in-district students who transfer for extracurricular purposes.
